Refrigerant Shortages Prompt EPA to Revisit HFC Rules

On September 30, EPA Administrator Lee Zeldin announced a Notice of Proposed Rulemaking to revise the Technology Transitions subsection of the AIM Act of 2020 — the law that limits the use of high-GWP HFC refrigerants in HVACR products. If finalized, the rule would extend compliance deadlines for several sectors, including residential and light commercial air conditioning, retail food refrigeration, and cold storage warehouses. In response to this summer’s R-454B supply chain issues, the EPA is proposing to remove the installation deadline for residential and light commercial systems — as long as components are made or imported before January 1, 2025. Industry groups are already weighing in on the proposed revisions.
