WASHINGTON, DC — According to White House officials, President George W. Bush plans to emphasize domestic security in the State of the Union address in January and will ask for billions of dollars in various security measures in his new budget.

The budget is expected to include such security provisions as aid for local police and fire departments, public health funding, and dollars for agencies that help protect the public.
