• To try to appease moderates, Republican leaders in the House of Representatives reportedly have decided to allow them to introduce amendments on sensitive issues such as oil drilling in the Arctic National Wildlife Refuge in Alaska. Republican moderates are said to be opposed to certain portions of the energy bill, particularly those that have an impact on the environment. As a concession to moderates, the energy bill will include restrictions on a $2 billion clean-coal program.
