WASHINGTON, DC — Rep. Sam Johnson (R-TX) has introduced H.R. 2055, a bill that would bar federal agencies and their grantees from using a project labor agreement (PLA) for selected construction projects.

The Mechanical Contractors Association of America (MCAA) has thrown its support towards Rep. George Miller (D-CA), who has introduced H.R. 1360. This bill would preserve agency discretion to use PLAs. MCAA opposes legislation that would constrain federal, state, and local entities from exercising legal options regarding the execution of major construction projects and public improvements.

Currently, a federal trial court in Washington is considering a muni-cipality’s challenge of Executive Order 13202 that banned PLAs for both federal and federally assisted projects.
