FALLS CHURCH, VA — The Plumbing-Heating-Cooling Contractors — National Association (PHCC) met recently with David Drabkin from the General Services Administration’s (GSA’s) Office of Acquisition Policy. The meeting was prompted in response to Representative Paul Kanjorski’s (D-PA) introduction of legislation to prevent bid shopping and to find out GSA’s position.

According to PHCC, Drabkin expressed opposition to the legislation and said that GSA should not be put in a position between “primes and subs.” He also added that contracting officers do not need the extra layer of accountability and that bid shopping is infrequent and typically occurs only on “sealed bid” construction projects.

Although Drabkin opposes the legislation, he says that he supports working with other construction trades to address related issues. A follow-up meeting between PHCC and GSA is scheduled for late July.
