SAN JOSE, CA — BEA Systems, Inc., an e-commerce transactions company, announced that NetClerk Inc., provider of web-based business services for the build and repair subcontracting industries, has selected BEA WebLogic Server™ as the foundation technology for its NetClerk Permit Management system.

NetClerk Permit Management is a subscription-based application that enables contractors to better manage the local government permit process. The service is available in the metropolitan San Francisco, CA and Phoenix, AZ areas, and is slated for 20 more urban areas this year.

Through a Web browser interface, contracting professionals can access city and county permit applications from the NetClerk forms library at www.netclerk.com. Then they can complete, submit, store, and retrieve the forms electronically.

South San Francisco-based NetClerk said it has facilitated more than 10,000 permit transactions since September 1999 for its plumbing, roofing, electrical, and hvac subcontractor customers. Contractors have obtained permits for jobs ranging from a single residential water heater replacement, to a 14-building commercial roofing project.

“Traditionally, processing permits has meant spending time and energy driving, waiting in lines, faxing documents, mailing packages, etc.,” said Vipin Kumar, vice president of product development for NetClerk. “Now a contractor never has to leave his office. And the city building departments are overwhelmingly supportive.”
