Federal legislation to create an orderly phasedown of HFC-based refrigerants has finally seen the light of day. John Kennedy (R-Louisiana) and Tom Carper (D-Delaware) introduced Senate Bill 2754, The American Innovation and Manufacturing (AIM) Act of 2019, on November 1.
