Dugger was nominated by the Tennessee Association of Plumbing, Heating, Cooling Contractors (TAPHCC) for his personal and professional commitment to upgrading the industry through education. In addition to serving as president of TAPHCC, he is active in the Tennessee Construction Career Days.

Three PHCC contractors received runners-up honors: Bryan Stansell, Stamar Inc., Atlanta (first runner-up); Alan D. Givens, Parrish Services, Manassas, Va. (second runner-up); and Bobby Wilkins, Wilkins Mechanical Services Inc., Bedford, N.H. (third runner-up).
