Contractor Responsibility Rules Receive Support

ROCKVILLE, MD — The Mechanical-Electrical-Sheet Metal Alliance announced its support for the proposed Contractor Responsibility Act, which has culminated in Senate hearings reported on in the last two months.

The proposed rules would require those bidding on federal contracts to certify that they have a satisfactory record of integrity and business ethics in comments filed with the Federal Acquisition Regulations Council (FAR Council) in August 2000.

The alliance is comprised of the Mechanical Contractors Association of America (MCAA), the National Electrical Contractors Association (NECA), and the Sheet Metal and Air Conditioning Contractors’ National Association (SMACNA).

According to the alliance, “The government has a strong proprietary interest in contracting with contractors who maintain a highly skilled and trained workforce.” It continues to say “The nation’s workforce, and the construction industry in particular, is experiencing a skilled workforce shortage that will become even more acute over the next 10 to 20 years.”
