Niagara Mohawk Power Corp. (Syracuse, NY) announced a natural gas rate and restructuring agreement that calls for customers to see the delivery portion of their bills, frozen at current levels through August 2003. The agreement also calls for it to implement educational programs designed to facilitate increased competitive activity in the natural gas marketplace.
