Carrier Aims to Ease California’s 2026 HVAC Overhaul with Pre-Certified Control Sequences
In a first for the industry, Carrier submits standardized Title 24 JA18 logic to regulators, promising faster compliance and simpler commissioning for building automation projects

With the clock ticking toward California’s strictest energy rules yet, Carrier is betting that a dose of standardization can spare building owners and contractors a regulatory headache. The company has submitted a full suite of pre-certified control sequences to the California Energy Commission – offering a plug-and-play path for meeting the state’s 2026 Title 24 JA18 requirements.
This move comes as California prepares to mandate uniform HVAC control logic for new and renovated buildings, a shift meant to improve energy performance and minimize compliance risks. Carrier’s i-Vu system library, now under review by state regulators, promises to speed up project delivery, simplify inspections, and give stakeholders instant access to locked logic and audit-ready reporting – potentially cutting delays and uncertainty from the commissioning process.
Carrier announced it has submitted a comprehensive library of Title 24 JA18 – compliant control sequences for review by the California Energy Commission (CEC). These standardized sequences are designed for the Carrier i-Vu building automation system, supporting customers, engineers, and commissioning agents as they prepare for California’s upcoming 2026 energy code requirements.

Carrier submitted its application libraries on December 19, 2025, with certification anticipated in early 2026. The sequences are designed to help the industry meet California’s new mandate: effective January 1, 2026, all HVAC projects must use standardized, auditable control logic to improve energy efficiency and reduce operational risk.
The submission covers a broad range of applications – VAVs, air handlers, exhaust fans, and fan coil units. The i-Vu system will include locked logic to support compliance, plus editable non-certified areas for flexibility, with built-in traceability to support audits.
