On January 8, 2003, the names of thirteen businesses were listed in a TDLR press release. On February 13, 2003, another eight businesses were named. The press releases included the following statement:

“The TDLR has issued cease and desist orders against unlicensed individuals to prevent them from acting as a licensed air conditioning and heating contractor. All actions are the result of investigations into illegal activities, which in some cased included sting operations targeting unlicensed activities.”
