SMACNA Endorses Two New Bills

WASHINGTON, DC — The Sheet Metal and Air Conditioning Contractors’ National Association (SMACNA) has thrown its support behind two new bills.

A workers classification bill is expected to be introduced later this year. According to SMACNA, the bill would close loopholes that allow for the misclassification of employees as independent contractors. The organization also says that the bill establishes a presumption of an employment relationship between service providers and recipients.

H.R. 1076, a school construction bill, would provide $3.57 billion per year in leveraging tax incentives to generate more than $22 billion annually in construction revenue bonds for state and local school construction. The bill was introduced March 15, 2001, by Rep. Nancy Johnson (R-CT) and Rep. Charles Rangle (D-NY). According to SMACNA, an identical bill was defeated in the Ways and Means Committee and died awaiting House floor action.
