Sept. 1, 2004: FEMA Offers Terrorism Risk Management Publications

WASHINGTON - The Federal Emergency Management Agency (FEMA) is offering a new series of free publications developed to provide design guidance for mitigating terrorist attacks against buildings. The objective of the series is to reduce physical damage to structural and nonstructural components of buildings and related infrastructure, and to reduce resultant casualties during conventional bomb attacks, as well as attacks using chemical, biological, and radiological agents.

The Risk Management Series (RMS) publications are aimed at improving security in high-occupancy buildings to better protect against potential threats by identifying key actions and design criteria to strengthen buildings from the forces that might be anticipated in a terrorist assault.

Publications available for download, at www.fema.gov/fima/rmsp.shtm, include:

  • FEMA 426 - Reference Manual to Mitigate Potential Terrorist Attacks Against Buildings

  • FEMA 427 - Primer for Design of Commercial Buildings to Mitigate Terrorist Attacks

  • FEMA 428 - Primer to Design Safe School Projects in Case of Terrorist Attacks

  • FEMA 429 - Insurance, Finance, and Regulation Primer for Terrorism Risk Management in Buildings

    Future RMS building security publications are also planned.
