The city has been trying to return to the private sector the numerous vacant buildings and empty lots it has acquired over the years. In Harlem alone, the city owned more than 600 abandoned buildings six years ago. This latest initiative will reduce that number to 45.

Plans primarily call for housing, including apartments, condominiums, and co-ops µ a total of 1,643 housing units. Retail space and day care centers are also proposed.

The housing will range from low to high income, but the majority will be for middle-income families.
