LAGUNA BEACH, Calif. - When much of the United States sees the seasonal change from warm to cold, this beautiful coastal town witnesses the arrival of that most curious form of fowl - snowbirds. And that is good news for a place like Laguna Beach, Calif. The small town of 26,000 was founded in the late 19th century by vacationing beach enthusiasts and grew through the 20th century by generating a flourishing arts community as well as attracting neighboring Hollywood elites such as Bette Davis, Judy Garland, and Charlie Chaplin.
