BPI Issues Request for Proposal

MALTA, N.Y. - The Building Performance Institute (BPI) is currently issuing a Request for Proposal (RFP) for organizations interested in providing Quality Assurance (QA) services under its Quality Assurance Program. Selected QA Providers will work closely with BPI Accredited Contractors, new and/or existing Energy Efficiency Program Administrators, and BPI’s National Manager of QA for Accreditation to ensure compliance with BPI technical standards. Providers must be committed to delivering high-quality services in order to support continuous improvement of BPI QA services. Proposals will be accepted through 5 p.m. Eastern Standard Time on March 11.

Proposers must have expertise in QA services, a strong knowledge of residential energy-efficiency building science, the ability to work with diverse groups, and to work effectively with the BPI team. Proposers must also meet the requirements of the RFP and Statement of Work (SOW) and remain flexible and responsive to changing market needs.

The organization said that interested parties should carefully review the National QA Provider RFP and detailed SOW, which outline the “Services to be Provided” (essential tasks and deliverables), plus key personnel and information regarding pricing, invoicing, and communications, as well as submit the RFP materials in accordance with the proposal requirements. Proposals must include:

An Introduction: Information regarding your organization, a summary, and description of your plan.

Qualifications: Key certified staff responsible for carrying out tasks, and states or EPA regions covered.

Cost: Proposed costs for carrying out requirements of the RFP and SOW and costs per QA inspection.

The QA Program includes office and home visits (inspections) to review records for compliance with BPI requirements and a random sampling of completed jobs to verify that a percentage of the work conforms to BPI standards.
