MISSISSAUGA, Ontario — Heating, Refrigeration, and Air Conditioning Institute of Canada (HRAI) president Warren Heeley recently forwarded a list of comments to Environment Canada regarding draft revisions to the Code of Practice for Elimination of Fluorocarbon Emissions from Refrigeration and Air Conditioning. Content from this code is used in the Environment Canada environmental awareness course required in most provinces for purchase of fluorocarbon refrigerants. HRAI felt the draft “missed the mark in trying to improve a reasonably well-written document that needed some minor updating and reorganization versus a total rewrite. The draft is, at best, confusing and misleading in a number of technical areas.”

HRAI also expressed concern about new areas on energy efficiency, instrumentation, and life cycle costing that has no direct link to the work performed by individuals who service, install, maintain, and decommission refrigeration and air conditioning equipment.
