The National Environmental Balancing Bureau (NEBB) recently published the “Commissioning of Commercial Refrigeration Systems Guideline,” which was developed in collaboration with the Refrigeration Service Engineers Society (RSES).

NEBB said the guideline establishes a uniform
and systematic set of criteria for the performance of the commissioning process when applied to refrigeration systems.

“This guideline establishes the technical process of commissioning a refrigeration system and is intended to be used as an extension of NEBB’s Procedural Standard for Whole Building Systems Commissioning of New Construction,” NEBB said.

The agency did note that “contract document requirements or contractual agreements between the owner and the NEBB certified firm may supersede the NEBB requirements. These NEBB procedural standards have been developed using language defined by ‘shall, should, and may’ as it relates to the standards and procedures described in this manual.

“It is important to note these particular words throughout this manual and how they pertain to the NEBB standards and procedures.”

What’s Covered

Regarding HVAC package or built-up air conditioning systems, the document covers packaged a/c units, packaged heat pump units, split system a/c units, split system heat pump units, multiple evaporator refrigeration systems, and variable-flow refrigeration systems.

The document also covers the following commercial refrigeration systems: cooler 40 to 50˚F, chill cooler 25 to 35˚F, holding freezer -10 to -20˚F, and blast freezer -40 to -50˚F. Also covered are commercial case refrigeration systems and secondary loop systems.

NEBB is a nonprofit organization founded in 1971 to develop standards, procedures, and programs for the performance of building environmental systems; promote advancement of the industry through technical training and development; and operate programs to certify firms and professionals.
